This change adds a card to the Information KCM which can be used to
display vendor-specific information (think of product info, serial or
model number, support info, etc.).
The information is read from a json file in /etc/vendorinfo.json, format
as follows:

Title is the card header, each Key/Value block adds a TextDelegate. This
block is only displayed if the file actually exists and has a Title set.

This changeset adds a page with information about the currently active
wifi connection when clicking on the active connection item.
A traffic graph (much like in the desktop applet) shows current data
transfer rates.
An overview of connection information such as IP addresses, gateway,
access points, signal strength, security type, etc. complements this
information.

This change adds a config entry in plasmamobilerc which allows to hide
the logout button in the shutdown dialog.
As mobile systems are often effectively single user, this makes sense
to offer in Plasma Mobile.

These changes make the navigation and status bar accessible from within fullscreen applications by allowing the user to tap on the top or tap or drag on the bottom of the screen.
Also, since the top panel is now over top of all fullscreen applications, this moves the action drawer swipe area back into the status bar.
This fixes an issue where if a notification is delivered while the action drawer is opened, it won't dismiss properly. Causing an issue where if a new notification comes through any time afterwards, the top touch area will get stuck and prevent touch inputs.
This also finishes connecting the do not disturb popup whitelist to the notification model.
